children and adolescents, including educational programs, day treatment,
outpatient, and inpatient services.

The
Institute of Living's Child and Adolescent Outpatient Clinic is dedicated to
promoting and restoring the mental health needs of the young people of the
Hartford area and their families. The clinic, established in 1954, has a long
tradition of service to the Hartford area community. The operating costs of the
clinic are jointly borne by Hartford Hospital and by a child guidance clinic
grant from the Department of Children and Families.

Eligibility
The clinic provides mental health services to children,
adolescents and their families. The clinic accepts Medicaid and commercial
insurance. A sliding fee scale is available.
Medication Clinic
Child and adolescent psychiatrists are available to
prescribe and monitor ongoing psychiatric medications. Treatment in the
medication clinic requires an initial diagnostic evaluation, and at least
monthly participation in psychotherapy with a mental health clinician
(clinical social worker, advanced practice registered nurse, or psychologist).
The medication clinic is held Tuesday-Thursday. Referrals are made to the
Director of Ambulatory Services at (860) 545-7239.

The Child Day Treatment
Program is an intensive outpatient program for children between the ages of six
and twelve years old. The program provides mental health treatment for children
who are experiencing emotional/behavioral and/or family problems and who
require more frequent treatment than a customary outpatient format can provide.
The Child Day
Treatment Program offers an environment that individualizes the needs of each
child while utilizing the benefits of group and family based treatment
approaches. Each child receives a psychiatric assessment and short-term
treatment goals are agreed upon with the child and their parents/guardians.
The treatment formats include groups such as process
group therapy, social skills groups, goal setting groups, psycho-education
groups, self-esteem groups, problem solving groups, and multi-family groups.
Also, family therapy, nursing services, and psychopharmacological therapy are
available when appropriate for the child.
Treatment Team
The Child Day Treatment
Program is staffed by mental health professionals who are experienced in working
with children with emotional/behavioral issues. The staff includes a clinical
program director, child and adolescent psychiatrist, treatment
managers/clinicians, psychiatric nurse, caseworker, and secretary. Each child
is assigned a treatment manager/clinician who works closely with them and their
parent(s)/guardian, community agencies, and other providers. The treatment
manager/clinician coordinates the child’s treatment while in the program.
Schedule
The program runs Monday
through Friday from 2:00 pm to 5:00 pm. Most children need to leave school
early during the time that they are in the program. When school is on vacation,
such as in the summertime, for some school vacations and for certain holidays,
the program runs 8:30 am – 11:30 am. The program is open year round Monday
through Friday, except for major holidays.
Medical Services
A child psychiatrist is an
integral part of the treatment team. The child psychiatrist may prescribe
medication if needed.
Family Participation
Active parent involvement in treatment goal
setting and in the treatment plan provides the greatest success for the child.
We ask that parents attend weekly multi-family groups and other family meetings
as scheduled.Finances
We accept most traditional
and managed care insurance plans, including Medicaid managed care/HUSKY.
Transportation
Parent(s), or an adult whom the parent(s)
have designated, transport the child to and from the program.
Medicaid insurance pays for a medical cab for this service. Young people who
are twelve years of age or older, who can handle this level of responsibility,
may utilize a medical cab with their
parent(s)/guardian’s permission.

The T.O.P.S. (Teaching Our Positive Side) Extended Day Treatment Program offers therapeutic extended day treatment services to
children/adolescents and their parents/guardians in the North Central Region of
Connecticut who utilize Department of Children and Families services and/or
System of Care. Our program provides a positive,
structured, and challenging therapeutic environment in order to nurture
and support individual and group/social competencies. We can help with chronic
behavioral and emotional problems, ADHD-hyperactivity and associated emotional
problems, depression, post-traumatic stress disorder and anxiety-related
disorders, family conflicts, and parenting issues.

Eligibility
The T.O.P.S. Program provides services to children/adolescents ages 11-14 who are
involved with or committed to the Department of Children and Families and who
are at risk of out-of-home placements or who are returning to the community from
residential treatment facilities. Referrals to the program are made through the
Department of Children and Families and/or System of Care. The costs of
the program are jointly borne by Hartford Hospital and by the Department of
Children and Families, which provides an extended day program grant.
Groups Offered
Schedule
The program operates three hours a day from 2 PM to 5 PM – Monday through Friday –
except for major holidays. Participants can attend up to five days a week and
may be enrolled in the program for up to six months. Our summer and school
vacation hours are 8:30 AM to 11:30 AM.
Medical Services
The program has a child psychiatrist to prescribe medication if needed, and a
full-time psychiatric nurse is available to administer and monitor them.
Laboratory resources are also available.
Transportation
We provide transportation to and from the program within the city of
Hartford.
